Terms of Service

1. Introduction

Welcome to Public OS, an independent digital civic reporting and community engagement platform.

These Terms of Service govern your access to and use of the Public OS website, reporting tools, tracking features, analytics, and related services.

By accessing or using Public OS, you agree to these Terms and our Privacy Policy. If you do not agree, please discontinue use of the platform.

2. About Public OS

Public OS provides a technology-enabled platform through which citizens can document civic concerns, submit location-based reports, track available updates, and contribute to community awareness.

Our mission is to encourage responsible civic participation, transparency, and data-driven community improvement.

Public OS is an independent platform and is not a government department, government-operated grievance portal, or statutory authority.

3. Availability and Geographic Coverage

Public OS currently focuses on civic reporting within Telangana.

Citizen issue submissions are restricted to users whose device location passes the platform's Telangana geographic eligibility checks.

Location verification may require permission to access device GPS information. Public OS may restrict submissions where location cannot be verified with sufficient accuracy.

We may expand, modify, or restrict geographic coverage as the platform develops.

4. Citizen Issue Reporting

Users may submit civic concerns relating to roads, public infrastructure, sanitation, water, lighting, environmental conditions, and other supported categories.

When submitting an issue, you agree that:

  • The information is accurate to the best of your knowledge.
  • Submitted photographs are relevant and lawfully obtained.
  • You will not intentionally submit false, misleading, duplicate, or malicious reports.
  • You will respect the privacy and rights of other individuals.
  • You will not use the platform to threaten, defame, harass, or impersonate any person or organization.
  • You will not submit unlawful, offensive, or unrelated material.

Public OS reserves the right to review, classify, restrict, reject, or remove submissions that violate these Terms or applicable law.

5. Issue Tracking and Status Updates

Public OS may provide a unique reference number for each successfully submitted report.

Statuses such as Submitted, Under Review, Verified, In Progress, or Resolved reflect information recorded within the Public OS platform.

These statuses do not necessarily indicate official government acknowledgement, action, approval, or resolution.

A report marked Verified indicates verification under Public OS procedures, not necessarily verification by a government authority.

Where an issue is marked Resolved, that status should be understood according to the supporting evidence and information available to the platform. It is not a government-issued completion certificate.

6. No Guarantee of Resolution

Public OS provides a reporting, documentation, and tracking facility.

Submission of an issue does not guarantee that it will be accepted, investigated, acted upon, or resolved by any government department, municipal authority, private organization, or third party.

Public OS does not control government operations, resource allocation, administrative priorities, or response timelines.

Users should continue to use appropriate official government grievance channels wherever formal complaints, statutory remedies, or time-sensitive action are required.

7. Privacy and Public Information

Public OS may collect information required to process reports, including contact details, issue descriptions, photographs, and geographic information.

Personal contact details and original report photographs are not intended for general public display.

Public OS may provide reference-based tracking and aggregated civic analytics, subject to its privacy and publication controls.

Users should avoid including unnecessary personal information, identity documents, or sensitive information in report titles, descriptions, or photographs.

For further information, please refer to our Privacy Policy.

8. CSR Partnerships

Public OS may accept expressions of interest from companies and organizations seeking to support civic initiatives through Corporate Social Responsibility (CSR).

Submitting a CSR partnership enquiry does not create a funding commitment, contractual relationship, sponsorship approval, or entitlement to participate in any initiative.

Any proposed collaboration, financial commitment, project selection, or implementation arrangement will require separate review, eligibility assessment, and written agreement.

Public OS does not guarantee that a particular civic issue or project will receive CSR funding or support.

9. Intellectual Property

The Public OS name, branding, website design, software, and original platform content are protected by applicable intellectual property laws.

Users retain their rights in materials they lawfully submit. By submitting content, users grant Public OS a non-exclusive, royalty-free permission to store, process, reproduce, and use that content as reasonably necessary to operate, verify, administer, and improve the platform, subject to the Privacy Policy and applicable law.

Public OS will not treat this permission as authorization to publish private personal information without an appropriate lawful basis.

10. Platform Availability

Public OS is provided on an as-available basis.

We aim to maintain a reliable and secure service but cannot guarantee uninterrupted availability, error-free operation, permanent data retention, or compatibility with every device.

Features may be modified, temporarily suspended, or discontinued for maintenance, security, legal, or operational reasons.

11. Limitation of Liability

To the extent permitted by applicable law, Public OS and its operators will not be responsible for losses arising solely from delays or failures by third-party authorities, inaccurate user submissions, unavailable services, or decisions made by independent organizations.

Nothing in these Terms excludes liability that cannot lawfully be excluded or limits users' statutory rights.

12. Suspension and Misuse

Public OS may restrict access or remove content where reasonably necessary to address misuse, security threats, unlawful activity, repeated false submissions, or violations of these Terms.

13. Changes to These Terms

We may update these Terms to reflect platform changes, operational requirements, or applicable legal obligations.

The revised effective date will be displayed on this page. Material changes may be communicated through appropriate website notices.

14. Governing Law

These Terms are governed by the applicable laws of India.

Disputes will be subject to the jurisdiction of competent courts in India, in accordance with applicable law.
